Blasters employed by a licensed explosive dealer or user who detonates or otherwise effects the explosion of an explosive must file a Florida explosives license bond with the state fire marshal. Licensing and financial assurance requirements are contemplated under F.S. 552.091 and F.S. 552.38 respectively.
Pursuant to Sec.(1), to obtain or renewal a user license as required by s. 552.091(5)(a), or s. 552.30, a person who uses explosives in connection with construction materials mining activities must post and maintain a surety bond. The Florida blaster permit bond must be in an amount of no less than one hundred thousand dollars ($100,000). If an operator possesses multiple licenses or permits then a single bond in the aggregate amount of not less than one hundred thousand dollars ($100,000) likewise may be provided for the same.
Most explosive experts must also register with the Bureau of Alcohol, Tobacco and Firearms (BATF) and possess the appropriate warehousing and user certificates. Per the BATF, the Federal Explosives Licensing Center must receive a candidate's fingerprints and application, then will accomplish a background check on all “responsible persons” identified on the application. A field office supervisor will assign an Industry Operations Investigator (IOI) to conduct a face-to-face qualification inspection, before issuance.
A candidate’s fingerprints must be taken by a certified law enforcement officer or by an employee of a law enforcement agency whose duty it is to perform fingerprint services.
