An individual or entity offering ground school or private flight training must file with the Office of Aeronautics a Minnesota flight training school bond before accepting tuition or other compensation for course conduct. Per the OOA, a school must maintain an office and records, provide a full curriculum for each course offered, submit a copy of the rules governing the flight school operation to the OOA and carry the appropriate insurance coverage in the amount of $100,000 per person and $500,000 per occurrence for bodily injury and property damage for each aircraft.
The Minnesota flight ground school surety bond is addressed under 8800.3300, Subp. 8. Each school operator must file with the Commissioner of the OOA a continuous corporate surety bond which runs to the State of Minnesota in the amount of five thousand dollars ($5,000). The surety bond must guarantee faithful performance of all contracts and agreements with students made by a person, firm, association or corporate licensee.
