Notably, new (franchise) dealers are not required to post a surety bond in Oklahoma — only used, wholesale, rebuilder, crusher, and auction dealers must be bonded. Oklahoma Statutes Title 47, §581 et seq. (Oklahoma Used Motor Vehicle Dealer Laws) requires all used motor vehicle dealer, wholesale dealer, rebuilder, crusher, and auction license applicants to file a surety bond. The bond must be approved as to form by the Attorney General and filed with the UMVPC. The bond guarantees that the dealer will conduct business without fraud, fraudulent representation, or violation of the Oklahoma Used Motor Vehicle Dealer Laws.

Important — No Bond for New Dealers: Oklahoma is one of the few states where new (franchise) motor vehicle dealers are not required to post a surety bond. The bond requirement applies only to used dealers, wholesale dealers, rebuilders, crushers, and auctioneers licensed through the UMVPC. New dealer licenses are issued by the separate Oklahoma Motor Vehicle Commission (OMVC), which does not require a surety bond. A separate bond is required for each license category held.
The surety bond is required for all license types issued by the UMVPC. New (franchise) dealer licenses issued by the OMVC do not require a bond.

In addition to the surety bond, the UMVPC requires the following for a used or wholesale dealer license:
Application Timing: Both commission boards meet on the second Tuesday of each month to process applications. UMVPC applications must be submitted at least 11 days before the meeting; OMVC applications at least 8 days before.
The original surety bond must be filed with the UMVPC. The bond must run concurrently with the license period. Oklahoma used and wholesale dealer licenses expire on December 31st of each odd-numbered year (e.g., 2025, 2027, 2029), regardless of the date of issuance — making this a biennial (2-year) cycle. The bond must begin on the first day of the even-numbered year and expire on the last day of the following odd-numbered year (e.g., January 1, 2024 through December 31, 2025).
New (franchise) dealer licenses issued by the OMVC follow a different cycle, expiring June 30th annually with renewal due by June 1st.
A claim against the Oklahoma motor vehicle dealer surety bond may be filed by any person who suffers loss or damage by reason of fraud, fraudulent representation, or the issuance of a certificate of title by the dealer in violation of the Oklahoma Used Motor Vehicle Dealer Laws. The surety company will investigate each claim and compensate valid claims up to the full bond amount. The bonded dealer must reimburse the surety for all amounts paid.
