Individuals or business entities that wish to engage in motor vehicle related operations must file a Pennsylvania dealer bond form MV-375. The is a multi-use bond obligation. The same surety bond is used for licensing as a dealer, full card agent, messenger service and motor vehicle salvor. The license classes and their corresponding bond amounts are as follows:

Pennsylvania Motor Vehicle Dealer Bond

Pursuant to 75 Pa.C.S. 1335, a dealer or manufacturer bond in the amount of $20,000 is required. The bonded licesese permits the applicant to receive special registration plates which may be displayed on vehicles in lieu of registering each vehicle separately, excluding farm equipment dealers, mobile home dealers and manufacturers, and modular housing manufacturers. (See Publication 459, page 73.) Also, a $30,000 bond is required for each "provider" location. (See Publication 459, page 30.)

Pennsylvania Full Card Agent Bond

$30,000 for each approved authorized agent that will issue temporary registration cards and plates. All bonds in the aggregate will not to exceed $250,000 for any agency services company. (See Publication 457, page 70.)

Pennsylvania Card Agent Bond

Pursuant to 75 Pa.C.S. 7503.1, a $3,000 surety bond must be filed for each approved card agent service. (See Publication 463, page 4.)

Pennsylvania Messenger Service Bond

Pursuant to 75 Pa.C.S. 7503.1, a $50,000 surety bond must be filed for each messenger service location, not to exceed $250,000 for a single service company. (See Publication 462, page 4.)

Pennsylvania Salvor Bond

Pursuant to 75 Pa.C.S. 7302, a $10,000 surety bond must be issued for each salvor (vehicle salvage service) location. (See Publication 460, page 9.)

While 75 Pa.C.S. 1335 and 7302 are specific in the bond amounts required for each, 75 Pa.C.S. 7503.1 states, "The Department shall require, a surety bond indemnifying the public and the department in an amount specified by the Department." The bonds must be executed by a surety company authorized by law to transact business in Pennsylvania and shall state that it is for the use and benefit of the Commonwealth and persons who have sustained a monetary loss within the limitations of the surety bond attributable to the acts of the licensee.
