The State of Arkansas has special procedures for allowing a vehicle owner to provide an Arkansas title bond in order to clear and reissue a lost or defective motor vehicle title.  The owner applicant must first visit a State Police or local law enforcement office and obtain an “VIN Verification” on the Arkansas State Police standardized form.  The applicant must then complete the required  statement of fact for issuance of a bonded title (form 10-345).  Upon submission of these items the Commissioner provides a letter of approval for bonding, and the vehicle value for use in calculating the bond amount.  The Arkansas certificate of title bond must be written in an amount equal to one and one half times the value given by the Commissioner.  The bond indemnifies any claimant against any expense, loss, or damage, including reasonable attorney’s fees incurred as a result of the issuance of the Arkansas bonded certificate of title.  The claim must be supported by a court judgment in his or her favor.
